The previous record was set in 1913 when 400,000 immigrants were granted the right to live in the country, according to a report.
Permanent residents can apply for social benefits in the country, but will not be able to vote in federal elections, the New York Post reported.
“Last year, we set an ambitious goal. Today we did it,” Canadian Immigration, Refugee and Citizenship Minister Sean Fraser said in a statement.
“This is a historic moment for our country and we welcome the largest number of newcomers in a year in our history,” he said.
Although the new number is not divided by specific countries, New immigrants come from China, Nigeria, Iran, Turkey and the United States S, among others.
Immigration to the country is 100% of its workforce growth, and by 2036, more than 38 million newcomers will make up 30% of Canada’s population, Fraser said.
